We follow the rules for McAfee SIG 3200 appliance. We also use the rules to restrict sites. But the sites are still accessible by our users. Is there a problem with our rules setting?

One thing is sure, McAfee can help you better here. Open a question in a McAfee forum and you could get better support. Another thing about restricting site is it sounds like web filtering. A better tool would be WebSense. Maybe the problem is the users are bypassing the SIG device. Determine if the traffic path is between the client and the Internet. That might help.
